30cm x 21cmm and 9.5cm high will be fine for a hatchling spotted python. Get a thermometer or a dual probe on and have the probes inside the click clack 1 on the cool end and 1 on the hot end. The heat matt that I have regulates it's self. Gets to 32ºc then stops and once it drops below 32ºc it'll warm back up.
