Yes, you do need a heatmat as you need to provide a temperature gradient with a hot end at 32*c...

Yes, always have a waterbowl in the enclosure...

Mitch, many of these questions could be answered with a little more research on your behalf prior to purchasing the snake - can I suggest buying at least one, and probably more, books on keeping pythons...they are a great start...

Care of Australian Reptiles in Captivity by John Weigel is a great starter book for you...
