Nope. From what I'm aware it still stands that no species are allowed to be imported into Tasmania, only the native species in Tasmania are allowed.
I heard some talk that they were thinking about allowing certain species in, but only
childrens pythons. I could be wrong though and that wasn't set in stone.
Your friend will have to call up parks and wild life in Tasmania to find out for sure.
