This is indeed a recent infection, possibly caused by an abrasion or a bad recent shed. I have seen this occur before with Milli.....particularly juveniles. Fluid will build up underneath and eventually it will be more noticeable...it is currently in the very early stages. I would administer a low dosage of antibiotics by placing droplets on the snout for a 3-5 day period. Eventually it will dry and peel off and leave a perfect looking eye underneath. This can be a common issue with Ring Tails....adults or juveniles. As long as things are followed correctly as per antibiotics then all will be fine.

This is not a birth defect or cataracts........it is simply an infection in its early stages.
