Is there enough humidity in the enclosure? Make sure you mist it every now and then by spraying some water in the enclosure, also may help a bit if you put the water bowl under the heat lamps..

Also you can assist your snakie by putting him in a tub of water/bath tub would be ideal and just letting him have a lil swim in there for around 30 mins, don't worry he'll be fine and won't drown! Snakes are avid swimmers

Afterwards just take him out and gently dry him, and if he wont let you gently rub him down with a soft cloth afterwards, hopefully the old skin would have soaked up enough moisture to be easily sloughed off.

Make sures he's got some rough-ish type "furniture" in his enclosure to do so
