Both would do the job but would need to be controlled by a thermostat as they would go way over 28 degrees, a 6m heat cord or perhaps a 60W heat emitter would be more suited. The heat cord would be more convenient as it uses less power and can be attached to the walls with cable clips, also no wiring is required. What do you intend to use this heated cupboard for?
