Yes Kane, you are exactly correct. You can have similar problems in SA. Thats why Mac Herps has put forward that if we allow exempt species you still need a licence to keep them, you just don't have them recorded in your books. so, if you want to buy a blue tongue (on the assumptin they become exempt), the person shows you their licence, you show them yours and the transaction takes place without paperwork.

All in all however, it just shows how ludicrous it is to have separate legislation and regulations in each state.
