ok I read condition 9 part B differently. If you are selling a blue tongue to someone in vic or wherever there on an exempt list you certainly allowed too as long as you have an export permit and they have an import permit. This is covered under other relevant licenses authorising the disposal. Even though they have an exempt list they still need an import / export permit to move things interstate.
