Oh right, yes if that is the case then it is fine just set the thermostat to 16C and it will do the job well. They should in theory use the same or less power.

I think my first post was badly worded.

I don't want the enclosure to drop below 16C, so with a pulse proportional will it come on when the temp drops below 16C and then pulse to maintain a temperature of 16C until the morning warms up when it will just switch off again?

If that is right do they use more power than an on/off type, or no different as they are sending less power through the use of pulses.
