I'd say guppies, you could buy a small tank and put 1 female and around 2-3 females and then let them breed and soon after about 4 weeks you get little babies and turtles can eat the babies, so that you don't always have to go the shops and buy then and when you don't want them to breed anymore just seperrate he male and the females.
Note: Guppies breed like RABBITS!
