yes that much ventilation would be fine in an appropreate sized enclosure
No, personally i dislike fish tanks for the keeping of any snake they are made for fish no snakes
if you can afford to house the snake properly dont buy one!
Sorry dont keep monitors so cant comment on suitable enclsures
