I wouldn't recommend turning off all it's heat during winter even if it is getting a few hours a week, jungles are a tropical python it doesn't get anywhere near as cold up there as it does in NSW.
Cool him down to around 25-26c day temp and 18-20c night temp, there is no need to feed him during winter.
