Help with heating and lighting

G'Day Folks,
Well, I got my licence in the mail today and the enclosure I am building needs one more coat of paint for completion. It is 24" long by 18" high and 16" deep. I'd really appreciate some advise on heating and lighting. Seems there are some very differing ideas on this subject. I'll be purchasing a young Carpet Python from a local breeder once everyting is set up. Being a battler, I'd be looking for the most cost effective (but not dodgy) solution.

Here's a pic of the enclosure made from stuff laying around in the shed.
