WA ads on Herp Trader

There are three ads on Herp Trader at the moment from someone in WA. This is one of them:

As far as I know we cannot legally keep these on normal reptile licences (category 2,3,4 and 5). Is this person selling/keeping these illegally? OR do they have a special licence to keep them? OR has our species list recently changed and we can now keep new species?
