if you put her in a small plastic enclosure (ie critter cage or click clack) with a few cm of warm water in, and put the enclosure in a warm spot, ie on a heat cord, and let her soak for a few hours, put a clean flannel in with her so she will have something to rub against. after a few hours take her out and gently rub the scale with the wet flannel. gently shift the skin around the eye scale and see if it will dislodge this way, you could also try keeping her humidity up for a few days if the soak doesn't work
