If skin on the toes or feet isn't removed it will dry and tighten to eventually cut the circulation of that area and it will drop off, it takes a long time to get to the point of dropping off but it does happen therefore it's true however rare because it is easily prevented by assisting the lizard to shed its skin by soaking it in warm water, if the skin still doesn't come off gently rub it off and that should do the job.
