A waterproof and non-toxic membrane/sealant would be best. I have used PondTite (by Bondall I think). Can be bought from H/Ware stores like Bunnings for around $20 a tin. Comes clear or in a number of finishes (I have used Limestone- looks good). Designed to seal ponds and waterfeatures so is long-term waterproof and non-toxic. It is also flexible to some degree. you can also add oxides for colour or different sands for a textured effect.
