Enclosure and heating help.

This has been bugging me for a month now, where I live is a hot and dry climate, my question is...should the red heat lamp be on during the day for a hot spot while they are roaming in their enclosure?

Because I cannot get the enclosure cool enough for it to come on during day light hours unless our outside temp drops below 27'C..

I have hatchling Diamonds and they are in seperate click clack homes inside a bigger enclosure and they have a heat mat. I take the lids off so they can roam around amongst the tree and log etc to help with UV lighting as I am sure it does not go through plastic lids. Just unsure about the heat lamp.
