Is it 28 degrees in the middle of the cage, or at the warmest part of the cage (i.e. the basking spot)? They should have access to 31-32 degrees at all times as well as having a cool spot of about 24-25 degrees. During the mating season, simply switch the heat off at night and back on in the morning. Keep the day time temps the same as normal. I'm not 100% sure on the timing with Darwin's, but i'd guess start cooling (turn off night time heat) at the beginning of April. Introduce the male to the female late April or early June. Put the male in with the female for 2-4 days at a time. Give him a break of 4-5 days in between each visit. Continue doing this all throughout Winter and by about September/October you should have a gravid female. Again, i'm not 100% certain on the times/dates, but it should be close to what i've suggested.
