28 degrees at the coolest end is too hot mate, they should be able to get away from the heat when they want to. Try and set your cage up so that directly under the light (where the snake will sit) is a constant 31-32 degrees. If the light is on and off all the time (due to the thermostat) then try a smaller wattage globe. Aim for a cool end of about 24-25 degrees.

I'm not sure on the legalities of breeding loans in VIC, sorry can't help you there, perhaps call NPWS/DEC or whatever you guys have down there.

The cage you mentioned will be fine, make sure the hides are very big though, so that the male can still have sexy time with the female when she's in the hide.

They shouldn't fight, but a keep a close eye on them when they are first introduced.
