I wouldn't be too worried, unless you have seen reasons to be. The cool end in my beardies tank, when I had them, used to get as cold as that and only around 27 in the hot end. They would curl up in the cold end for a couple of months till they were ready to come out of brumation. If you have serious concerns about the animals health then I would have it vet checked to be sure. If it does have an RI, then I would move it to a more suitable habitat and keep him warm, but I would seek veterinary advice first.
