IMO you should give it more heat. You could try moving something closer to the light so it can bask. IMO a basking spot of 40 or so is good. Are you using reflector bulbs?
Halogen lights are the best for basking spots IMO a 50 watt halogen would be plenty of heat for a young beardie and far more efficient than conventional bulbs.
