It sounds a good idea in theory but I don't think many people have access to the chip readers to make them identifiable. And from what I've heard the chips can be removed and even inserted in a different specimen.

Then there is the issue of different chips and detectors. Detectors can only read there type of chip so if an animal has a certain type of chip it may not be detected by a different detector at all.
