turtle in petshop

hey all. i was heading around to all my local petstores today to have a look for a staffy and when i went into the living jungle in dandenong i had a look in their reptile section, the turtle tank (with only 1 turtle) had a tiny little dry dock and in the tank there was an adult turtle with what looked like a lawn growing out of it. i figure its an advanced algae or something but it almost covered its entire shell. its bright green and about 10-15mm long. is it really bad husbandry? or a common occurence in turtles? i was under the impression all turtles need a large spot to heat up and avoid algae growth.
