Possible burn on maccie?

Hey everyone, just noticed my mac has a red mark on his belly and a couple of the scales seem raised and slightly bumpy, not smooth and straight like the rest. I keep this little guy in a plastic tub with 15w heat cord underneath 1/3. Heatcord is not thermostat controlled but over a period of a week was checked by infra red and kept a pretty constant 32 degrees at the hot end. My only thought is that the cord may have crossed over itself under the tub leading to an even hotter spot, but upon checking, no cord crossed just squished up side by side. I have had him in the same set up for nearly 5months and have only had this problem now. My other thought is a possible bacterial problem maybe?? Thanks in advance for the advice, snake seems in perfect health otherwise, and has cracked it with me for not offering weekends rat.
