My neighbour down the road has no licence but has 2 coastal capets 1 water and two athertons. I have talked him into getting his license, but how could he declare his current snakes without getting in to much trouble. He is still in contact with the breeder of the coastals and athertons but not the water.

Upon making an application for a licence you are required to make a declaration that you have no reptiles currently and will not purchase any until the licence is issued - this may pose a problem...

I would think if someone is willing to now do the right thing, someone may be nice and get them put 'on licence'

I'm not sure how it would work - but I think NPWS may want to ask some questions about who sold them to him etc...

I have instructed him to go to the breeder of athertons and coastals get them signed over so it only leaves him with the water. Hr did have an albino corn but handed it back and wants nothing to do with it.

If that were how it worked, it would be common knowledge and you'd have people ripping off the system by wild-catching animals and getting their wife or friends to apply for a licence and state they already had them.
He should ring up the authorities anonymously to find out. Ring a couple of times to ask different people in that office the same thing to make sure. Most likely they'll ask him to forfeit the illegal snakes he has now unless he can get licence numbers and dates obtained from the breeders (If they were licenced. If not, too bad so sad, and they'll want to know about those people too).

This is a big maybe, but if you ring npws and report him as having exotics and off license animals they may be nice enough to let yoiu keep what you already have and have them put on licence.
But its a big maybe, he is at least trying to do the right thing.

i had 2 frogs that i got b4 i even knew they had to be on a lic when i found out i needed a lic
i contacted npws i was told to get a stat dec signed by a jp statin the who and were i obtained these animals from now my frogs are on a lic all good

There was an albino corn in the place? There is no bigger risk to quarantine, suggest you stay away from the place and inform the authorities.
