A long shorter enclosure is probably better. They do climb but only a bit. The more floor space the beter. Steer clear of sand for about 6-8mths as they can ingest it and it can cause compaction which is most times deadly. Newspaper or paper towel is the best and cheapest option. I dont use heat rocks as I dont trust them and they dont seem to heat the enclosure light lights do. Thats just my opinion.

i use heat rocks for my diamond python for 6 years and neevr had a problem although some people do come across problems like burns with them, maybe best optionwould be a heat light with a cage around it for protection for the lizard and for substrate i would use paper towel or newspaper aswell just incase untill the lizard gets a little bigger, as for the tank short and long if fine but try to get a bit of height in the tank because they are quite the climbers.

no there not your only options it comes to personal choice i used crushed almond shell that i bought from the pet shop(although it is digestable) for my baby pythons and never had a problem.. its truly upto you whatever you decide im sure it will be fine and just make sure if you put sand in the tank to clean fairly often.
