Some GTPs go blue during a hormonal cycle when they become gravid. Some of those snakes turn back to green others stay blue. I'm not sure if any of them ontogenetically turn blue.

waruikazi is correct some females will turn hormonally blue during breeding, some retain this blue and some go back to their usual green either completely or partially. the degree of blue in this case various between animals as some dont show any blue.
as for genetically blue, there are some lines being worked with in the states and europe etc to get some nice blue animals, these ones go from red to blue with no green stage, last i new there hasnt been a yellow to blue yet but it may happen sooner or later (if it hasnt already). in this genetically blue situation it is ontogenetic.
