Blue GTPs can occur spontaneously, or they may be hormonally induced, that is, females can become progressively more blue, until they are entirely blue after a few clutches of eggs. As has already been stated, some stay that way, some revert to green after they lay their eggs.
Blueness isn't rare (but it is uncommon) in many green animals - green tree frogs have blue morphs occasionally, and green tree SNAKES (not pythons) are also occasionally blue as well - all it means is that the yellow pigment (which combines with blue to make the critter green) becomes less evident or non-existent, so the blue prevails.
