You could try running the heat cord along aluminium plate against the back. The plate heats up and transfers more heat than the cord on its own. They are big tubs though, so not sure that will even work. If not clear give me a call to try explain better, pm me for my number.

You can get heat out of nothing . 1 80 watt heat cord uses 80 watts of power max to produce 80 watts of heat. I would imagine a room in Melbourne may drop to 10c at night and that 80 watts would be pushing it to create a 30C hot spot in a 30 liter tub let alone a whole rack of them.
