In regards to heat they are just like any other small Monitor - they need a scorching hot basking spot...which leads to a recommendation re: the enclosure - go for length. I have found that it can be difficult to maintain a good gradient without a reasonable sized enclosure. Although they will require a VERY hot basking spot they will also need cool areas in their enclosure - if it is too hot small monitors just hide away from the heat - if it is scorching hot in one area but cooler in the others you will have very active little critters...
In regards to enclosure size I would not go smaller than 4ft - I am sure they can be kept in smaller but it seems like a difficult proposition to maintain a gradient and also provide sufficient space for active monitors in anything less...

...in regards to night heat - my Ackie in a melamine enclosure gets no night heat as the heat holds well. My Ackies in a large fish tank get night heat as the glass loses too much heat overnight...I would imagine it all depends on your situation...
