Where is the probe for the thermostat located. It may be positioned incorrectly and is getting a lower ambient temp.

How large is the viv? Proove the viv by leaving a few thermometers in there and monitor changes over several hours. If your temps are rising and the thermostat is not clicking, then it could be faulty. Place a thermometer in cool end, one in warm end, and if possible one right over heatmat. Is the heat mat directly under globe? If so it can heat up with 70w globe, and thermostat is too far away to collect ambient heat to shut off.

Don't spend too much on the mate. There are some for $25 in Big W ( indoor/outdoor digital with two probes type) you can set up. Have one close to mat under light and a second probe a little bit higher off the floor and test.
