what uv tube percentage is recomended for turtles 0.8 or 0.10 or 0.5

The UV tubes are too weak to pass through glass, plastic or water. So, unless your turtles are basking directly under the light, the UV tubes are pretty useless. In addition, they only emit UVB for about 3-6 months.
The cheaper and more effective option is to give your turtles 30 minutes in the sun 2-3 times per week. Put them in an escape proof container and make sure that they cannot overheat.
NEC T10 Blacklights are an option, but there is no substitute for real sunlight.
