Yep scrubbys are found in north queensland and have a pretty distinctive pattern generally speaking compared to other carpets (in my experience).....

I'm not sure whether there is anything you can do though other than tryin to convince him that its wrong and seriously urging him to get a licence which doesnt cost much as u may know....

sorry i couldnt be any help but i understand your anger..... give ur bro a swift kick up the (insert profanity here).....

cheers

Simply speaking Ms Mac, your brother would just pay a breeder of scrubbies to write his name in his books...Under the table, of course.*

*I am not condoning this behaviour

Except for the fact that it is not a criminal negligence issue,a nd so therefore, not illegal not to report it.

Just like if someone has a heart attack next to you, and you jsut step over them and keep walking. Not a crime unless you are a doctor or a paramedic.

I know of someone who was told by qpws that they could keep their off licence animals legally if they took them to the vet and they didnt even need to get a permit, its obviously not true but they thought it was good enough and didnt ask for a second opinion

I didnt know it wouldnt be criminal negligence but im not a lawyer so it all good.

I'd say, see the snake first - he may be doing or saying it just to get at Mrs Mac.

It just seems a bit far fetched - especially with the measurements.
