Sounds weird to me.
In this case the usual procedure is to call a rescue group. They are obliged to pass it on to a Herp society who give it to a member on their register for unreleasable animals. That is how it becomes legal. Usually all those people involved up to that point do not get to keep the reptiles.
On occasions I have bypassed this process and given animals directly to license holders.
This is generally the case with all freshwater turtles. I have a dislike of herp societys giving away turtles as they tend to not be really wanted and end up as impulse acquisitions.
Occasionally people have advertised for a particular species at the same time as an unreleasable specimen has come in. This is a very rare event and I would never condone it a s a common practise. I only do this with common local species so dont go asking for womas and releasing illegal ones because it wont happen. Most animals of interest are offered to zoos etc first.
