i agree with jase75 looks like scale rot, i just finished treating my coastal for it about a week ago. go to the vet and get it checked out, they will most likely give you 6 syringes with antibiotics...

i can only seem to find them in pet shops which they charge around $5 for a fuzzy rat!!
