I personally never concern myself with things like humidity. Your temps sound fine, but i would keep the bowl at the cool end. As long as the snake sheds its skin without problems then your humidity...

It looks like scale rot that was most likely caused by low temps/dirty substrate (as MrBredli said), or possibly a burn if it spends a lot of time on a hotrock.
