yes glass will be more build the cage you want frame in a pond and use pond liner to hold the water(you will have a pond and dirt area for growing plants this should make the animal happy depending...

Latex floor and porch paint (most latex paints will do and have little order and quick drying time you can paint let it try for a day out side and it's ready to go the next day)

A very cheap way to heat the floor in use a human heating pad (a small one under one end of the tank do not put food or water at that end) try to get one that 3 heating levels and you should do fine
