what do people think of this enclosure as a starting setup for a stimmy?

It looks quite good. The only thing I can see is that you would need to seal the inside with pond sealer or something similar.
That seems very do-able. It's just a bit more aesthetically pleasing than a clic clack
 
As long as you furnish the tank with enough variety of seclusion and small open areas your snake will thrive in there. Get as many fake/real vines and plants in there as you can and it will feel right at home.
 
Your challenge will be a heat gradient across the enclosure so your snake can mange its temperature; also remember to use cages around your lights.

Could I use a heat cord/tile setup in one corner to achieve this? Rather than using a heat globe?
