Mr Happy it just looks to me like the old skin is lifting in preperation for shedding, no I haven't seen it before but it doesn't look dangerous. She is really beautiful btw.
I wouldnt be too worried, contact the buyer and see if she is due for a shed. Had something similar happen to my male Bredli few months back, after he shed all was fine. Another nice Atherton!
