you can do it on ImageShack® - Online Media Hosting just select a smaller ratio when you upload it

best way i found is open the photo in ms paint and use the stretch/skew option i use a 10mp camera and find skewing down to 50% works well

if you have office, use microsoft picture manager, go to edit pictures up top, and then 'resize' on right hadside menu.
you can select multiple photos at a time doing this. if you choose your view up the top left to see all the pictures in the folder.
