I`m just wondering if it is necessary to have a computer fan in a bar fridge incubator or is it only when you go up to a larger fridge?

Check the temp variance between the top shelves and the bottom ones, if the temp varies dramatically then yes. Generally for a standard bar fridge it should be fine without one.
 
I successfully incubated in a mid-size fridge without one, but only had one big container of eggs using the over water method. The water is a great heat sink and really helps keep a nice steady temp.
