Found this beardie in the middle of the rd in kersbrook forest adelaide.

That poor starving dragon was in dire need of rescuing and building back up and brought back health and peak physical condition.

I would have rescued it and nursed it back to health.
 
In situations like that it could be rescued but only looked after by wildlife agencies like wires or a vet. They are the only ones allowed to look after them.
 
If you are a license holder in SA and know what to do, you can apply for a rescue permit for individual animals. Not recommended unless you actually know what you're doing however, and even so it always pays to double-check with a vet and/or specialist.
 
It would be worth a try but not sure I'd hold out much hope for one like that which presumably has plenty of opportunity to feed since it would be within it's natural range. It possibly has a more serious issue, bowel obstruction, etc. I had a beardie who refused food and started to waste away, for months under the guidance of a vet we injected her with fluids to keep her hydrated, we attempted to force feed her and she had antibiotics, etc but still one day she just turned up her toes.
