It's early here and I may be misinterpreting your post but, to me poaching means takeing a animal out of the wild, no matter how you chose to justify it. Relocating to me means moveing an animal to a diffrent location in the wild. But hey that's just me.

Not relocating, reallocating. Like robin hood did when he took from the rich to give to the poor, reallocation of funds, reallocation of snake. The word poaching to me is more a kill and take term like poaching ivory of an elephant and if "poaching" native reps is so bad why do certain states still allow it.
