is there age requirements on licensing?

Hey ladys and gents,
I have a friend who daughter has been obsessed with snakes for some time now. She is quite young being 8 yrs, Enjoys and is conferdent in handling them and helping me care for my snakes. Now she wants one of her own, do you think she is to young to start caring for reptiles of her own? . Is 8yrs, old enough to be licensed? or would you suggest her mother needing to be the licensed keeper.
Any suggestions for advising my friend?

The license will have to be in her parents name. When your 13 i think it can be changed over to the child's name which is what we did.
