My friend sort of just inherited a snake threw a break up and the ex didn't have it registered yet,

it was on a licence ages ago but that has expired and my friend has no way of contacting that person ... anything they can do

You're best to contact the relevant state wildlife authorities and explain the situation.
They will let you know what needs to be done.

If it was on a licence that expired they should have a record of it to prove it's not wild caught.
