Hey guys. I can't seem to get my cool side of the tank about around 21-22'c, i have a small reptile one tub and am using a 14w heat mat, i am able to get the warm side to between 29-31'c
 
Depends on what you keeping in there but may be you need to increase temp at the hot end?
Cool end temp is not really something you need to worry about too much so long as there is a cooler zone for the animal to thermoregulate.

Completely agree. The cool end isn't all that important, the warm end is.
In the wild it gets down into single digits in some places were snakes live and they survive.
