I own a exo terra 18x18x18 tank and would like to house my first snake although I have read that a lot of snakes won't be happy in a tank this size any advice? (I live in melbourne and I'm happy to get a beginners lisence if required)

You need to do even basic research I think haha. You need a liscense to keep almost all reptiles. Almost all reptiles will take a frozen thawed prey item as its safer, and fairer on both parties.
 
I would suggest a budgie if you want a cheap easy pet without needing research. I think that tank is a little small for a snake in my opinion. I would have a spotted or stimsons or children's python in at least a 3 foot enclosure which is 36 inches and this is just my opinion.

That size would be okay to a certain age, but you'll have to upgrade eventually (except maybe Pygmies, not sure how big they get)
