Does anyone know where and how to get your certificate to handle and capture venomous snakes for people as a business?

It takes more then just doing a course, and doing a course alone doesn't give you the ability to relocate.
Doing a course is certainly going to help, but the NPWS will expect references from well known snake people to testify that you are up for it.
Neville Burns runs very good handling and elapid husbandry courses, so I would get along to one of his. Also John Mostyn (he has helped Nev but now might be doing them himself).
It also is a great idea to start working with snakes in a zoo or park to get your experience up.
Catching out in the feild requires a different skill set to just working around elapids in a controlled environment like a collection, because every circumstance is different. Quite often the environment you have to get the snake out of is geared heavily in the snakes favour, they will be difficult places and they can be very hot in body temp which makes them very fast and a little more unpredictable.
I would suggest getting the application form from NPWS, checking out what they want, and then go from there along those lines.
