Heat cord and tiles

Hi guys

This topic has been done to death but I can't find an answer to my problem.

I have a melamine tank with a heat cord routed over a third of the base with a cermaic tiles on top.

My issue is, the tile just doesn't heat up and certainly not evenly.

I've fiddled with the thermostat, no thermostat. It just doesn't make a difference.

Is there something else other than a
tile over the top? The heat cord is hot but the heat isn't going anywhere.

Help?!

How thick is the tile? I believe people use a tile above and below the cord? How far apart is each run?

I also find it better to use a dimming thermostat, on and off stats will cool and heat to slowly
 
The heat cord is routed about 5cm between each run. Perhaps too far apart?
I might try making the space smaller, run the cord closer each run and have a tile top and bottom.

try 2-3cm apart
